Genre and what to do:
The Elder's Scrolls IV: Oscuro's Oblivion Overhaul- probably the best and biggest Oblivion Mod which changes merely every ingame aspect. Player's characteristics, combat math, perks, NPCs AI and behavior, etc. Added new factions, sailors which can join players, bandit groupings, and even animals can become friendly now upon some conditions. One of the most prominent Mod changes implemented into the game is the removal of the so-called auto-leveling system, criticized or hated by many gamers. I.e. monsters, mobs, and NPCs now do not raise their levels along with player level-ups.
OOO is the complete rework of Oblivion, making it a completely new game. OOO can exist with other mods, but being an aggregation of several tens of fans and Oscuro's mods, combining with other mods is not advised. This means it's up to you to decide if you want changes introduced by a mod that can confront OOO's changes. By using Oblivion Mod Manager, you can carefully test which other mods work together and which are not. Honestly, I wouldn't recommend using any other mods that change the same resources as OOO. Some of existing mods cannot guarantee game stability closer to the endgame, so you might have to restart the game from the very beginning.
OOO has absorbed the bulk of what other well-known Mods offer that have interfered with player/NPC leveling. Many changes were implemented into the level correspondence of ingame items, creatures, NPCs, spells, etc. Level correspondence means the inability to get/equip some item until a certain level. Birth signs have no more daily effects, instead, the Player is offered new features.
Oscuro's Oblivion Overhaul introduces more than twenty new factions into the game world. NPCs, monsters/animals factions, etc. Factions coexistence - a bright idea to increase the complexity of the Oblivion world. To make it live along with the player's influence, quests, and timeline. The main nuance is that factions can become friendly/hostile to each other, or player while you swim or buy a new house.
The player can establish friendships with certain new NPCs factions if he satisfies their requirements or needs, but then he will be considered an enemy of their enemies. Friendships can bring unusual surprises.
New dangers, tricks, and quests await you behind every corner, at any moment, which was safe in retail TES 4.:)
